The setup fee is already included in the price of a unit's basic upgrade (the first upgrade listed on the product upgrade page). This fee covers my overhead: ordering upgrade parts, receiving upgrade parts, receiving the unit, unpacking it, inspecting it, opening it, taking it apart, testing it, reassembling it, listening to it, re-packaging it and shipping it. This is fixed overhead that I incur every time I work on a unit.
